Over 1300 Road Transport Offices (RTOs) in India have been computerized with help from the Ministry of Road Transport & Highways. Both a Driving License (DL) and a Registration Certificate (RC), which are valid across India, are issued by RTOs.

The National Informatics Center was tasked by the Ministry with standardizing and implementing the software VAHAN for Vehicle Registration and SARATHI for Driving Licenses (DLs), as well as gathering information about DLs in every state and vehicle registration.
